Introduction Fluoride (F) based caries preventive interventions, especially in the form of toothpaste, are the most significant and widespread form of caries control used globally. F-toothpaste is the single factor most commonly linked to reported decline in caries prevalence seen in many countries since the 1970s, and is used by more than 500 million people worldwide. However, its cost prohibits its more widespread use in many low- and middle-income countries. One of WHO's policies is to support the widespread use of affordable F-toothpaste in developing countries [WHO, 2008].
